[Haskell-cafe] Cabal v3 public sub-libraries

Hi Daniel,

IIRC, the main, or the only remaining problem with public multi-libs
is haddocks, and this set of haddock PRs paves the way and offers a
manual workaround: https://github.com/haskell/haddock/pull/1419
