[Haskell-cafe] Take-over request for: blaze-textual

Previously package takeovers where recorded on
https://github.com/haskell-infra/hackage-trustees/issues?q=is%3Aissue+label%3A%22Package+Takeover%22+

Isn't that a case anymore. It would be great to have these recorded
somewhere else then only on a mailing list. (searchable etc. c.f.
discussion about CLC recent process changes!)
