[Haskell-cafe] caching ~/.cabal with github actions on windows

Note that if you use the setup-haskell action
(https://github.com/actions/setup-haskell), you can get the directory
from its outputs, i.e. `${{
steps.setup-haskell-cabal.outputs.cabal-store }}`.
