maybe more than I expected; see
and the following messages for a way forward.

Short summary: It is not unlikely that base could just become a
"normal" package that you can upgrade. The main blocker is that in a
build plan where there "ghc" library is involved this would require you
to be able to recompile that library. But Herbert seems to be on that.
