Sure, but a project facing this kind of problem usually has more assets 
of that kind that need to be transferred: public repository ownership, 
CI passwords, download server passwords, the works. Domain ownership can 
be transferred along with these.

Also, if money strings are an issue, domain names are the cheapest thing 
on the list, about a dollar per month. A repository server costs more, a 
CI server farm most.
