[Haskell-cafe] Stackage update and plans for LTS Haskell 4

Hi café,

This is an update on Stackage moving to GHC 7.10.3 and towards LTS Haskell
4. I especially encourage maintainers with packages on stackage to read the
post since some packages have been disabled in the process.
