[Haskell-cafe] End of support for test-framework-smallcheck and test-framework-golden

I'm going to stop maintaining the test-framework-smallcheck and
test-framework-golden packages. I recommend switching to tasty's
tasty-smallcheck and tasty-golden, respectively.

If you are interested in taking over these test-framework packages, let me
know. Otherwise, I will continue supporting them for the next 3 months and
abandon/deprecate them afterwards.
