[Haskell-cafe] Stackage with GHC 7.8 has started

I'm not sure how things look in the RPM world, but 7.4 seems to be
what is shipped with Debian Stable (Wheezy), as well as Ubuntu 12.04 LTS
(which will supported for five years), so it's a good starting point.
