Important: "or a GPL-compatible license"

BSD3, MIT, PublicDomain, Apache, etc, are all GPL-compatible. The only
GPL-incompatible licenses Cabal supports are BSD4 and
AllRightsReserved, which are not used by anything on Hackage.
