[Haskell-cafe] global, modifiable variable for debugging

I think something like this would work:
myFlag = unsafePerformIO $ do
[x] <- getArgs
return $ x == "debug"
In general, unsafePerformIO should be avoided, but this is one of
those situations where we can give you a pass ;).
