Well, that is one possible solution (let it ride). I don't know what the level of email address duplication is, so I don't know the risk.

Voting systems generally have to make a lot of effort to be fair, otherwise detractors can reasonably claim that the result is not valid. And as this is somewhat of a bike-shed level decision, you should expect a great deal of interest and passion!
