You seem to be asking for GuiHaskell:
http://www-users.cs.york.ac.uk/~ndm/guihaskell/
I never managed to finish it, or even come close. But it was able to
very basically execute some GHCi/Hugs commands. I'd love it if someone
stole either the code, or the idea, and ran with it.
