[Haskell-cafe] GHC 6.11 missing time package?

OK, I was able to get it to build. I just had to install MinGW and put its
bin directory in my path. Thanks for the help!
(Actually, I ended up building time-22.214.171.124 for 126.96.36.19990110.)
