[Haskell-cafe] portable arrow instances

Hi Wolfgang,

I use CPP to manage such differences between 6.8, 6.9, and 6.10.  As an
example, see
http://hackage.haskell.org/packages/archive/TypeCompose/latest/doc/html/src/Control-Compose.html.
