I use Debian, about gstreamer need libgstreamer-plugins-base0.10-dev
and libgstreamer0.10-dev.
libgstreamer-plugins-base0-dev is "base" set for GStreamer development files
libgstreamer0.10-dev is core development files for GStreamer development
