[Haskell-cafe] Adding GLUT package to WinHugs

Okay, I got one step further now, great!

But when doing "runhugs -98 Setup.hs build" it complains about not 
having CPPHS, and the Windows binary link is broken :(

*404: Not Found*

I could try to build CPPHS from source, but I guess this should not happen?
