You may also want to take a look at Uniplate:
http://www-users.cs.york.ac.uk/~ndm/uniplate/

That (or SYB) should take care of your query/transform issues, and the
ACL stuff can be layered on top of that. I have no idea how you'd
manage the space/time requirements though.
