:) replace it with:

{-# OPTIONS -fglasgow-exts -fallow-undecidable-instances -fno-monomorphism-restriction -fallow-incoherent-instances #-}

and the compiler will set this options automatically. btw, why you
need to disable the monomorphism restriction?

JHhc> v1 = Vector [1,2,3]
JHhc> v2 = Vector [10,15,2]

use instead:

vector :: [Double] -> Vector Double
vector = Vector
v1 = vector [1,2,3]
v2 = vector [10,15,2]
