[ANN] Cabal-3.6.0.0

Hey Tom,

The 3.6 branch was feature frozen by early Summer, so 7493 didn't go in to it afaict. However, if there's a reasonable fix, I see no reason why we can't backport it to a point release for the 3.6 series. I'll discuss with Mikolaj and we'll see what we can do :)
