RFC: include a cabal-install executable in future GHC releases

Let's not get off track :-).  I'm pretty sure some folks occasionally need
to do profiling/perf debugging on a live server.

So you support there being some easy way to get ghc and cabal-install
together or no? (Heroku is a good example I guess)
