I finally noticed that the error is coming from the new GHC
executable, not the cabal-install executable. So building the new
version won't help me, as evidenced by trying to run 'ghci' in this
state:

It looks like I'm not allowed to install any GPL or LGPL licensed
software with Cabal :-)
