 We plan to support building our libraries, wherever possible (in
 particular, it will not be possible for the wired-in packages), with the
 same set of GHC versions that we support building GHC with.

 We need to:

  * Write down our supported GHC version policy for libraries in the
 appropriate place.

  * Make the nightly builders test building the libraries with the
 bootstrapping compiler, so that regressions are detected.

  * Add dependencies or other constraints to the libraries so that cabal
 won't try to use a library with an older compiler.
