 The above patch introduces 3 new functions:
 {{{
 accessTimeHiRes       :: FileStatus -> POSIXTime
 modificationTimeHiRes :: FileStatus -> POSIXTime
 statusChangeTimeHiRes :: FileStatus -> POSIXTime
 }}}

 When I have time I will send a patch for setFileTimes.
