 the flags that we pass to GHC for most tests are set in config/ghc:

 config.compiler_always_flags = ['-fforce-recomp', '-dcore-lint', '-dcmm-
 lint',
                                 '-dno-debug-output', '-no-user-package-
 conf', '-rtsopts']
 }}}

 These ought to be somewhere that we can get at them in a Makefile too.
