 on windows xp/7/8 when path to local cabal packages contains russian
 unicode characters, some of packages with dependencies fail to link.

 local cabal install path is in user directory on windows,
 like C:\Documents and Settings\леново\Application Data\cabal\
 and ghc fails like this:

 ed

 some of packages that fail:
 vector
 alex

 not works on haskell platform 2011.4.0.0, 2011.2.0.1
