[GHC] #5539: GHC panic - Simplifier ticks exhausted

Ian,

Could you look at the reported simplifier-ticks-exhausted bugs, and increase the multiplier in SimplMonad line 93 until they are all ok.  Then assign the tickets to me (perhaps link them), because I want to see why they are high.  Maybe there is something interesting going on.
