#4473: GHC --make switch does not set file timestamp correctly

I am using GHC --make in bigger Makefile setup. I am having problems that
timestamp on output files are not always set correctly (to newer date than
input files) so Makefile reruns GHC compiling even if there is not change.
 Again and again.

I have added simple `touch` of output file after every GHC call and
 problems vanished.
