[GHC] #650: Improve interaction between mutable arrays and GC

Switching to the new server has messed up threading for ghc-bugs emails. 
  I think the culprit is this:

these references point to @abbot.galois.com, rather than 
@monk.galois.com. It's not a showstopper, but it's somewhat annoying.
Can anything be done about it?
