 When trying to debug a `Handle` encoding problem today, I noticed that
 although I can use `hGetEncoding` to get the encoding, I cannot find out
 what that encoding actually ''is'', as there is neither an `Eq` nor a
 `Show` instance for `TextEncoding`.
