#4199: createDirectoryIfMissing fails if directory exists on 32-bit windows

   Component:  libraries/directory  |      Version:  6.12.1
    Keywords:                       |     Testcase:

          Os:  Windows              |     Blocking:
Architecture: x86 | Failure: Runtime crash

Comment(by simonmar):

 I can't reproduce it with 6.12.1, 6.12.3 or HEAD on Windows Server 2008,
 on local and remote filesystems. Is there anything strange about your
 setup? The MSDN description of the error sounds odd: "The volume for a
 file has been externally altered so that the opened file is no longer
 valid."
