Comment:

 It turns out that by going directly to {{{Makefile-stage1}}} I can avoid
 this error message and also a powerful lot of futzing around.  I probably
 lose some dependencies but it is worth it for the speed.

 I've knocked the severity down as low as possible; if someone wants to
 mark it wontfix, I won't bleat.
