 Modula 3 has a system of safe/unsafe modules. By default, all modules are
 considered safe (here `safe` means that the runtime environment may not
 crash). If unsafe things like pointers are to be used, the module must be
 explicitly marked as `unsafe`. Safe modules can only import safe
 modules.[[BR]]

 The syntax could be (similar to Modula 3): [[BR]]

 ...
 }}}
