 The functions newCWStringLen and withCWStringLen return a CWStringLen with
 incorrect length on Win32 platform.  The length returned is the length of
 the original Haskell String, but it should be the length of the UTF-16
 encoded string (which may be longer if the original string contained any
 code points > 0xFFFF).
