#1893: ghc should say when it is failing due to -Werror

If we fail due to warnings and `-Werror`, we should tell the user that we
are doing so. Currently it can be very confusing if `-Werror` is given in
a Cabal file or an OPTIONS pragma. Compilation fails but with no error
printed.
