 Yes, that fixed it. I happened to reboot before reading your response, and
 after it booted, I received a flurry of messages indicating that windows
 DEP had stopped ghc.exe from running. I chose to change settings, and
 exclude ghc from DEP, and after this ghci worked just fine.
