may be this will be useful:

getMBounds arr = getBounds arr
#else
getMBounds arr = return (bounds arr)
#endif

usage example:

putMArrayWith write h arr    = do bounds <- getMBounds arr
                                  loop 0 (rangeSize(bounds)-1)
                                      (\i -> unsafeRead arr i >>= write h)
