Locale library bug in 5.04.x

The Haskell'98 Locale library in ghc-5.04 (and 5.04.1) does not export
the TimeLocale constructor, as per the Haskell'98 Library Report.

    module Foo where
    import Locale
    foo = TimeLocale {}

gives

    Foo.hs:3: Data constructor not in scope: `TimeLocale'

It worked fine in 5.02.x
