Private package files don't work on Linux with ghc5.03.20020204

I have a private package file (attached).
However, specifying this via -f to the new ghc-pkg has the
following unpleasant consequences:

(1) -l only knows about the packages in my private file, not in the
    GHC one.
(2) When I try to add a new package to this file that depends on one
    of the GHC packages, it fails with the message
       dependency `concurrent' doesn't exist
