 This looks like a duplicate of #14576. I strongly suspect, although am not
 certain, that this was fixed in 8.6.4. You should be able to install this
 from the [[http://downloads.haskell.org/~ghc/8.6.4/|bare binary
 distribution]]  without Administrator privileges (just extract the tarball
 into a directory and use `ghc` from there).
