 I have put up a branch on GHC's Gitlab as
 [[https://gitlab.haskell.org/ghc/ghc/tree/wip/T15916|wip/T15916]]. Note,
 this branch only works on powerpc64 with a workaround for #15411.

 I had some trouble with my FreeBSD 11 locale setup and could not run the
 testsuite.
