 It seems like we have non-deterministic `prof_hc_hb` problems that are
 caught by the CI sometimes:

 - https://gitlab.haskell.org/adamse/ghc/-/jobs/8518
 - https://gitlab.haskell.org/ghc/ghc/-/jobs/8489

 Another ticket for profiling build problems: #15508. I fixed a few bugs in
 that ticket, but there are at least two more bugs to fix.
