Comment:

 Alright, so there are 2 things we'd like to do:

 (1) Update the GHC executable itself to understand response file
 arguments.

 (2) Update the testsuite.


 Since we're updating the executable, is there some process we have to
 follow (eg. announce on a specific mailing list) ?
