 One subproblem of Hi Haddock is that if we serialize a module's avails in
 the order in which they ought to appear in the haddocks, we create some
 redundancy with the existing `mi_exports`.

 I have opened https://github.com/haskell/haddock/issues/956 to discuss
 this issue. Comments are very welcome!
