Comment (by goldfire):

 `isPredTy` should almost certainly return `False` for `t1 ~# t2`. Code
 that wants to consider `t1 ~# t2` alongside other predicates can use
 `isPredTy ty || isConstraintType ty`.

 I think I made `isPredTy` recognize `t1 ~# t2` during the `-XTypeInType`
 implementation, but I don't think it's necessary anymore.
