 Another batch of './validation --slow' tweaks

 This finally gets us to a green ./validate --slow on linux for a ghc
 checkout from the beginning of this week, see

   https://circleci.com/gh/ghc/ghc/4739

 This is hopefully the final (or second to final) patch to
 address #14890.
