 Ok, so some, like the ghci ones are just caused by an output change,
 `-fexternal-dynamic-refs` seemt o have been removed but the tests not
 updates. those just need to accept the new test output.

 The majority of the rest is due to `TEST_HC` expansion broken in `--info`
 which will be fixed by same fix as #15101.

 That gets the list back to what I expect.
