 If the badness is only for a particular stack LTS, I wonder if the badness
 will go away in the next stack LTS and we can declare this ticket moot?

 I'd suggest the next thing to investigate: do a profiled build and see
 where the factor of 100 is going.  It's such a huge change it should be
 blindingly obvious :-).
