 Ah, that makes sense. The same section of that same LLVM page says
 "SequentiallyConsistent operations may not be reordered," but there could
 be issues if ordinary loads/stores float over `seq_cst` atomic
 loads/stores, could there not?

 Still curious about the absence of `store atomic`.
