 Make ppr_tc_args aware of -fprint-explicit-kinds

 Summary:
 `ppr_tc_args` was printing invisible kind arguments even
 when `-fprint-explicit-kinds` wasn't enabled. Easily fixed.

 Test Plan: make test TEST=T15341
