Comment (by alexbiehl):

 An `STRef` is a wrapper around `MutVar#` which is has `UnliftedRep`
 (represented through a pointer, never bottom) thus it doesn't need a tag
 to note its evaluatedness. GHC probably only tags value with `LiftedRep`.
